Champs Directors launch All Together Fairer Neighbourhoods to support prevention and tackle health inequalities across Cheshire and Merseyside

Cheshire and Merseyside’s Champs Public Health Collaborative Directors have published All Together Fairer Neighbourhoods – An evidence‑based framework for Cheshire and Merseyside to support the creation of local neighbourhood health plans.

The framework, endorsed by the Cheshire and Merseyside Integrated Care Board (ICB) Neighbourhood Health Board, has been developed collaboratively by the nine Directors of Public Health and the NHS Director of Population Health to support Health and Wellbeing Boards and system partners as neighbourhood models continue to evolve in line with Fit for the Future: the 10 Year Health Plan for England. The principles outlined in the publication have been endorsed by a wide range of partners including Cheshire and Merseyside’s dedicated Neighbourhood Health Board.

All Together Fairer Neighbourhoods builds on the established All Together Fairer commitment to tackling health inequalities across the life course, grounded in the Marmot principles. It provides a clear and consistent foundation to help local areas translate national ambition into practical, locally led action.

Neighbourhoods provide a critical scale for delivering prevention and addressing the wider determinants of health. By aligning local government, the NHS and voluntary, community, faith and social enterprise partners around shared priorities, neighbourhood approaches can strengthen community resilience, reduce inequalities and improve population health outcomes.

All Together Fairer Neighbourhoods sets out six guiding principles, including co-production and community power, prevention and tackling inequalities, ‘one team’ system leadership, outcomes-focused delivery, alignment across strategies and the effective use of local data and intelligence. The framework also highlights examples of neighbourhood-level work already underway across Cheshire and Merseyside, demonstrating how partners are embedding prevention, collaboration and equity into practice.

This publication follows discussions in 2025 between senior leaders across Cheshire and Merseyside and Professor Sir Michael Marmot on the future of neighbourhood health and the importance of addressing inequalities through coordinated, place-based action. Louise Gittins represented Cheshire and Warrington, and Steve Rotheram attended on behalf of the Liverpool City Region.
